Mike New, Executive Director of Development and Infrastructure, told the council the item "is approval of an FBO agreement with Drew Aeros LLC to establish category B FBO operations at the airport." He said the operator, identified in staff materials as Drew Surret, operates a single Cessna 150 two‑seater and requested a variance to omit a dedicated restroom facility, dedicated parking and a dedicated office — elements that the city's ordinance normally requires for an established FBO.
New said the airport advisory board heard the proposal on May 14 and "unanimously approved" the variance recommendation, noting the operator's small scale and the cost burden of full infrastructure for a single‑aircraft rental operation. A councilmember asked whether repeated variance requests suggested the need to review the code; New said recurring variances would point to a possible need to update the ordinance.
The council approved the agreement and variance by motion; the mayor announced the motion "carries unanimously." The vote clears the operator to continue renting the aircraft under the city's rules as modified by the granted variance.
The decision follows the advisory board's recommendation; council did not propose further conditions or send the matter back to staff.
