Commission approves countywide security upgrade and awards HVAC repair contract

Jacob Shreker, co-owner of the vendor, answered commissioners' questions about reusing existing equipment, state-contract status, and local support benefits for faster in-person service. Staff presented a funding plan that would use approximately $150,000 from the inmate fund to cover jail-specific work and draw the remainder from the general fund and capital/equipment reserves; staff estimated multi-year savings versus the current maintenance contracts and projected a payback window in the mid-term.
Commissioners debated procurement and RFP considerations; staff said the vendor holds an existing state contract and can reuse equipment, which was a key factor in proceeding without a separate RFP. After discussion, the commission moved and approved proceeding with the INA Alert project.
Separately, the commission reviewed bids to replace the DTF building rooftop HVAC damaged in a hail storm. The commission awarded the RTU replacement to KBK for $9,432 after commissioners noted the bids were close and both vendors were local. The motion to accept KBK's bid carried on a voice vote.
No RFPs or protests were recorded during the session; commissioners emphasized that staff followed procurement policy and that the local vendor presence and state-contract status informed the decision to move forward.
