Project manager Dylan Gamble presented the draft 2027–2032 Transportation Improvement Plan (TIP) to the Parks & Public Works Committee on June 2, describing it as a six-year planning document that the city updates annually and noting it is not a financially constrained budget document but a forward-looking list of transportation projects.
Gamble explained the schedule and legal requirements: state law requires the city to adopt a TIP yearly and the council’s adoption deadline is June 30. To meet the public-hearing requirements ahead of that deadline, staff requested authorization to issue public notice the following morning and host a public hearing (staff proposed June 22) to gather public comment prior to council consideration.
On content, council members discussed keeping a Highway 18 widening placeholder (a section to Tiger Mountain Summit) on the TIP to signal the city’s continued interest, even though there is no local funding identified. Gamble said he had temporarily removed that portion but could add it back as a placeholder to reflect council intent.
The committee raised no objections to issuing public notice, and staff planned to publish notices and prepare attachments, maps and the proposed TIP for the public-hearing process.
What’s next: staff will issue the public-notice for the TIP, hold the public hearing as scheduled, and return the plan for council adoption before the June 30 statutory deadline.
