Phoenix City Council adopts tentative 2026–27 budget, five‑year CIP

The Phoenix City Council on June 3 adopted the tentative 2026–27 annual budget and the 2026–2031 capital improvement program, finishing a series of roll‑call votes that council members described as a milestone in the budget process.

Mayor Kate Ggo and the council approved the adoption of the capital improvement program and the tentative annual budget in separate motions and roll calls. The adoption included ordinances and resolutions identified in the meeting: adoption of the capital improvement program (resolution numbers read on the record), ordinance S52904 (tentative 2026–27 annual budget), ordinance S52949 (2026–27 capital funds budget) and ordinance S52905 (2026–27 reappropriated funds budget). The clerk recorded unanimous votes for the items as they were called.

Council members, the mayor and staff emphasized the months of preparation that preceded the vote and praised collaboration across departments. "We are a diverse council and have unanimously passed today's budget milestone," a council member said during closing remarks, thanking the city manager and budget team for their work.

The council opened and closed public hearings on the CIP and the tentative budget before moving to the roll calls; no in‑person speakers were recorded for those hearings. The actions taken set the tentative spending and capital plan that staff will use as the city continues toward final budget adoption later in the fiscal process.
