Karen Primmer presented on behalf of the Umatilla County Dispatch Center. She reported the center was accredited May 12, 2026 by the Northwest Accreditation Alliance Committee Professional Standards Board. She said the communications division employs 24 full‑time positions plus three on‑call personnel and dispatches for 18 separate entities including police, fire and EMS; the center handled 29,431 911 calls and tens of thousands of administrative calls in 2025 (presentation total noted as 143,061 calls when administrative calls and other contacts were included).
Primmer highlighted advanced training milestones: two dispatchers hold EID (Excellent In Dispatch) certification (a specialized NENA‑sponsored credential) and a third is on track to achieve it by the end of 2026. She recognized long‑serving dispatcher Carrie Roberts for extensive training hours and mentorship roles and noted awards such as a 'stork pin' for assisting with births via emergency medical dispatch instructions.
Council thanked dispatch representatives and staff for the briefing and for their public‑safety work.
