Community development director reports brisk building activity and housing plat approvals

At the June 2 meeting Community Development Director Zach Rack High briefed council on department staffing, permitting volumes and land‑use activity. He introduced departmental staff and noted the office has relocated to the Umatilla Business Center.

Zach reported that since January the department has processed 27 single‑family permits, brought in $1.4 million in building fees, and recorded about $143 million in valuation for the community. The department approved a plat adding 45 home sites in the Mlanahan subdivision and is processing utility drawings for another 48 lots; further planning work would open up an additional 72 home sites as entitlements advance. The department is conducting a housing capacity analysis to refresh the city’s inventory and to conform to state requirements, and staff will return with presentations in mid‑to‑late summer.

Zach also described ongoing economic development efforts to recruit clean energy firms and suppliers to diversify the industrial base beyond data centers, noted a lodging feasibility study to assess hotel market opportunities, and said the city continues to run downtown and local business grant programs that support signage, design and structural assistance for businesses. He explained some building‑inspection staff have earned certifications (commercial mechanical, plumbing, residential electrical) and that the department is improving pre‑application meetings to speed plan submissions and approvals.

Council members praised the work and staff noted a pipeline of projects and the need for additional training and resources as growth continues.
