The Dayton City Commission declared an emergency and approved an ordinance allowing the city to enter a real‑estate option/purchase agreement with Magnus Capital Partners for the former Zion Baptist Church property at 40 South Edwin C. Moses Boulevard.
Miss Loftton told the commission Magnus was selected through a competitive RFP and proposes a mixed‑use redevelopment with up to 120 housing units centered on adaptive reuse and preservation of the church structure. The building is eligible for the National Register of Historic Places, Loftton said, which could make historic tax credits available to support the project’s financing.
Staff described the transaction as time‑sensitive because Magnus needed proof of site control for an application that was due on June 8. The ordinance (number 32191‑26) was declared an emergency and passed; the clerk recorded that the emergency ordinance ‘‘has passed with four votes in favor.”
Commissioners did not discuss sale proceeds in detail at the meeting beyond Loftton’s statement that the sale price is $250,000 and that Magnus had been selected through an RFP process. The ordinance was advanced under emergency procedures to permit the developer to secure necessary application materials tied to preservation funding.
