State Designer Selection Board shortlists three firms for Lake Vermilion trail center interviews

The State Designer Selection Board voted on June 2 to invite three firms—Bravo, Foxtrot and India—to interview for Project 20603, the trail center at Lake Vermilion Sudan Underground Mines State Park. The board approved a format of 20-minute presentations and 20-minute question-and-answer sessions for each firm.

Chair Bill opened the meeting by noting the project drew 10 proposals and asked the board to decide how many firms to interview. Board members debated whether to limit the shortlist to three firms, as some argued is customary and less burdensome for firms, or to expand to four or five because several proposals were closely ranked. "A shortlist, I think, is called a shortlist for a reason," Committee member Sarah said, arguing that a shorter list reduces cost and burden on firms.

Committee member Ted moved that the board hold three interviews with a 20-minute presentation and 20-minute Q&A; Committee member Sarah seconded the motion. Chair Bill called for a voice vote on the interview format and the board approved the motion. Staff member Kenya then conducted a roll-call vote in which each member named three letter-designated firms they supported. The roll call responses recorded in the meeting were: Ted (Bravo, Foxtrot, India); Steve (Bravo, Foxtrot, India); Scott (Bravo, Delta, India); Sarah (Delta, Foxtrot, India); Susan (Bravo, Foxtrot, India); Yancey (Bravo, Foxtrot, India); and Bill (Bravo, Foxtrot, India).

After tallying the roll-call ballots, Kenya announced the results: Firm B received six votes, Firm F received six votes and Firm I received seven votes. "By the way of this vote, firms b, f, and i were selected to be interviewed," Kenya said. The board confirmed those three firms for interviews.

Board members discussed next steps and logistics. Chair Bill said interviews are scheduled for June 16 and described the typical questioning pattern in which agency and board questions alternate; he also explained that, historically, the board has forwarded two firms for university projects but for DNR and Department of Administration clients the board may select the final firm and a backup, indicating processes vary by client type. Chair Bill reminded members that contacting references before shortlisting can create fairness and confidentiality concerns and said the no-contact rule will be reiterated before interviews.

The board adjourned after brief closing comments. The selected firms will present on June 16 in the 20-minute presentation/20-minute Q&A format; the board will proceed with its usual follow-up steps after interviews.
