Board signs IGA with Carbon Valley Rec District and tightens park regulations

The Town of Frederick Board of Trustees unanimously approved two measures on June 3 related to parks and recreation: resolution 26R31, an intergovernmental agreement (IGA) with the Carbon Valley Parks & Recreation District for shared field use and services, and ordinance 14-17, which updates town code for park and open-space use.
Kobe (staff) presented the IGA as a shared-services model: the town will maintain parks and the rec district will manage recreational programming and referrals. The IGA term runs through Dec. 31, 2030, with a five-year extension option by mutual agreement, and does not directly transfer funds between entities. Kobe recommended the board approve the resolution and authorized the mayor to sign.
Staff also described proposed municipal-code updates intended to improve clarity and align operations with current practice. Key changes include codifying administrative procedures for special-event permits and shelter reservations; revising park hours from a sunrise/sunset model to 5 a.m.–10 p.m.; and adding two new prohibitions: camping without permission and open fires (grilling at shelters remains allowed with propane). The changes also expand littering enforcement language and clarify penalties and administrative remedies.
Trustees discussed community impacts and the PROS Commission’s resolution of support; staff said the ordinance would take effect about 30 days after posting. Both measures passed on unanimous votes, 5–0. Staff said they would coordinate implementation steps with the rec district and update operational materials and public communications.
