Piqua approves portion of 2026 pavement program; engineer says targeted repairs will precede microsurfacing

The Piqua City Commission voted to authorize a purchase order to Strawer Construction, Inc. for a portion of the 2026 pavement program under resolution R-71-26.
Kenton Kaiser, the city's engineering manager, told the commission the work uses an ODOT state bid contract (approved May 27) and will include microsurfacing, cape sealing and crack sealing on streets listed in the project exhibits. He identified two focus areas off Himm Road and Gordon and a neighborhood north of Pittsenburgger Park; the contract also includes fresh pavement markings after surface treatments.
A public commenter (Kim Heisler) asked whether crack sealing would include gutter pans, curb lines or areas showing "alligator cracking." Kaiser replied that streets selected for microsurfacing will be crack sealed first and that areas with extensive alligator cracking typically require a prior "dur patch" repair because crack sealing alone would be ineffective. He explained that dur patching addresses sinkage and large patch failures before a surface treatment so the microsurface will perform as intended.
The commission moved, seconded and approved resolution R-71-26 by voice vote.
The contract documents in the meeting packet (exhibits A–C) list specific streets and the engineering proposal; the transcript does not record a dollar amount for the purchase order. Staff indicated the ODOT state bid and exhibit materials are available in the packet for public review.
