County approves $174,000 building reuse grant ordinance for East Coast Solutions and appropriates seed-account funds

Scott said the project is expected to create 20 jobs that pay above the county's average weekly wage. The board adopted the grant project ordinance by motion and voice vote.
Scott also asked the board to appropriate funds to the county's economic development "seed account"; the transcript records the appropriation amount as "$41,34" (as read aloud in the meeting). Scott explained the seed account is intended for unexpected economic-development purposes and listed statutory restrictions on its use (no incentives under GS 158‑7.1B/D, expenditures over $5,000 require board action, and expenditures require county-manager and county-attorney concurrence). The board approved the appropriation by voice vote.
Why it matters: The grant funds and the seed account appropriations are intended to support local economic development and site reuse, and the East Coast Solutions project is expected to bring two dozen jobs to the county. County staff said they will secure the grant documents before releasing funds and will record a lien on the property if job-creation commitments are not met.
What's next: The county will finalize grant agreements and process reimbursements upon receipt of invoices and completion of work; staff said they will explore workforce training links with local colleges if requested.
