Planning Board urges ZBA to favor underground utilities on Seabeds Way, flags tree impacts

At its Jan. 2 meeting the Needham Planning Board recommended that the Zoning Board of Appeals preserve the project condition requiring underground utilities on Seabeds Way and expressed concern that permitting overhead lines could harm mature trees along the route.
Planning Director Lee explained that the original project was required to place utilities underground and that the applicant was now seeking to overhead some lines as part of upgrades, which they estimated could save approximately $100,000 compared with trenching. Board members discussed tradeoffs: proponents of undergrounding said it avoids ongoing tree-pruning and long-term visual impacts, while proponents of overhead lines cited cost and potential tree-root damage caused by trenching.
"We have a policy of having utilities placed underground," Lee stated; board members echoed concern for the line of mature trees that the overhead option would cross and asked staff to analyze whether trenching or overheading would cause less harm. After discussion the board voted to advise the ZBA that the town favors underground utilities for projects of this type and to highlight potential tree impacts if overheading is permitted. The motion passed with one opposed.
Next procedural step: Planning staff will prepare an advisory comment for the ZBA outlining the board's preference and the tree-impact concerns. The board's advisory opinion will be included in the ZBA file ahead of the hearing scheduled for June 18.
