Wagoner council approves audits, pay apps and personnel actions; OKs school resource officer MOU
Summary
Council approved audit contracts for the city and authorities, multiple infrastructure invoices and a Darris Contractors pay application for the ARPA-backed wastewater headworks, ended probation for two EMS employees, and approved a memorandum to provide two school resource officers with shared costs.
At its June 1 meeting the City of Wagoner approved a slate of routine municipal actions including audit engagements, infrastructure invoices, personnel confirmations and a school safety agreement.
Audits and contracts: Council entered into agreements with Ralph Osborn CPA LLP to perform audits for the Economic Development Authority, the City of Wagoner, and the Wagoner Public Works Authority for the fiscal year ending June 30, 2026. Each agreement was approved on roll calls during the meeting.
Infrastructure invoices and pay applications: Council approved multiple progress invoices from Infrastructure Solutions Group LLC for street overlay, Bollinger Street improvements under a CDBG/EODD grant, and the Civic Center paint project. It also approved contractor pay application No. 11 from Darris Contractors LLC for $362,657.09 for the ARPA-funded wastewater treatment plant headworks; staff reported the contractor is near completion and recommended payment.
Personnel and public safety: Council voted to end probation for EMS employees Jayden Martin (effective June 8, 2026) and Kendra Cottner (effective May 17, 2026); the motions passed with at least one abstention recorded on a related vote. Separately, council approved a memorandum of understanding with Wagoner Public Schools to provide two school resource officers, with the school district sharing half of salaries and benefits.
Other approvals: Council authorized invitations for bids on multiple commodities and services (various aggregate sizes, asphalt types, cold patch, quarterly pest control and street sweeping), approved the leasing of 1303 South McQuery to Joshua Hughes for a seasonal fireworks stand, and authorized the city to bid on three tax-sale properties to protect city liens if those parcels receive no other bids.
Procedure and next steps: Staff will publish procurement solicitations and bring contract awards or recommended actions back to council for final approval. For the wastewater project, staff said equipment remains to be delivered but the project schedule remains on track for near-term completion.
The meeting included routine departmental reports (hospital operational trends and public works updates) and closed after a Wagoner Public Works Authority meeting that approved additional pay apps and progress invoices.
