Staff reminded the board that the Stantec work is funded by a state grant that requires contract closeout by the end of the month, and that the board should submit any requested edits to the draft promptly so the consultant can address them. The chair granted a short reprieve for board homework and asked members to forward any outstanding comments to staff; "we'll give a one more day reprieve to the homework to my fellow board members," the chair said.
Key points discussed included: whether to require different parking standards in the walkable town center vs. other neighborhoods; expanding use of shared/leased municipal parking and payment-in-lieu mechanisms; whether payment-in-lieu funds could be used for local shuttle or microtransit services; and whether the town needs updated parking-count data in specific lots. Several members suggested outreach to private lot owners (for example retail landlords) to explore shared-parking arrangements.
Staff advised that the consultant can be asked for limited follow-up support (hourly work) if the board identifies follow-up tasks, and that the town has a consulting-fund allocation available through town meeting that could be used for limited extra consulting hours. Members discussed the feasibility of arranging a brief set of follow-up consulting hours for Stantec if needed.
Next steps: Board members were asked to submit comments to staff within the reprieve window so Stantec can incorporate responses in a final report. The board plans to consider any revised recommendations at an upcoming meeting and to coordinate with the Select Board and the town's economic-development entities as appropriate.
