The Yreka City Council voted unanimously on March 3 to approve Resolution 2026-10 and Conditional Use Permit (CUP) 2025-89, clearing the way for an office at 335 North Main Street to be converted into a single-family residence.
Planning Manager Aliyia Roa told the council the building had previously served as a residence in 2011 and later operated as a professional office; the applicant is proposing only minor interior work — reinstalling a bathtub and stove, adding a fuel tank for the stove and bringing electrical systems to current code — with no exterior alterations or expansion of the footprint. Roa said staff determined the project complies with the general plan and applicable development standards and qualifies for a Class 1 categorical exemption under the California Environmental Quality Act because it involves reuse of an existing facility.
During the council's deliberation, Council Member McCoy praised the applicant's upkeep of the property and said returning the building to residential use would strengthen downtown Main Street. Council Member Davis said he supported returning the structure to single-family housing. With no public comment at the hearing and no objections from nearby property owners, Council Member McCoy moved to adopt the resolution; Council Member Davis seconded. A roll-call vote was taken and the resolution passed unanimously.
Resolution 2026-10 includes the council's findings that the conversion is consistent with the zoning and general plan policies for the area and will not adversely affect health, safety or traffic patterns. The action also adopts the staff recommendation that CUP 2025-89 be found categorically exempt from further CEQA review.
The council recorded the assessor parcel number in the motion (APN 053-212-040). The applicant, Alan Lkins, attended the hearing but made no substantive public comments beyond acknowledging the proposal.
The council moved on to subsequent agenda items after approving the permit.
