Several members urged changing the language so that customers who use credit cards would incur the service charge, except where the city has explicitly decided otherwise.
Councilman Dabney said he prepared tracked changes and intended to present them to the full council later; the city attorney Amber La Page already provided an updated tracked-change document staff would share. Members discussed exceptions such as the city’s free bus service, which the controller said is processed without passing service charges to riders.
Committee members said they will present the amended language to the full council and planned an amendment by substitution if necessary. No formal vote on the ordinance or the transfer occurred at this meeting; the controller will provide the amended ordinance language before the council meeting so members can consider an amendment by substitution.
