Bloomfield to submit revised $12M CIF application; town advances a $4M congressional request and details development pipeline

John Coleman, director of building and land use, updated the council on the town's Community Investment Fund (CIF) submission and other economic-development work.
Coleman said staff intended to file a revised CIF application for about $12 million to the state this Thursday and noted the town has secured letters of support from council members, the state delegation and local businesses. He said the RFP process tied to development work has attracted responses and that a staff meeting to consider next procurement steps was scheduled for the following day. "I need to be careful when I talk about the RFP... there's a very strict process that needs to be followed," Coleman said; the town is currently under a cone of silence regarding bidders.
On federal grant work, Coleman said two congressional grant applications were submitted: one via Senator Blumenthal's office (which did not advance) and one via Congressman Larson's office that has progressed to a selection round for a $4,000,000 request. Consultant Denise Rob said many winners may not be announced until after the summer because of the election year calendar.
On planning and economic development, staff reported that the final draft of the Plan of Conservation and Development is nearing completion and will go to TPZ on June 25, 2026; statutory referrals and public hearing timing were described. Coleman listed several active and pending developments: 200 C nearing completion; Edith Lane, Abby Court, Jolly Drive phase two and Arbella under construction; Popeye's reactivated with an estimated eight-week completion window; new self-storage completed on Douglas Street; and 529 Cottage Grove Road under construction. He said 132 Griffin Road North currently has renewed interest in residential development but no active storage-facility application.
Permit metrics presented: April — 192 permits with permit-fee revenue of about $135,400 and construction value about $8.6 million; May — 172 permits with permit-fee revenue of about $68,500 and construction value about $4.8 million. Coleman said activity typically increases later in the year as pipeline projects mature.
