The library director told the board that the library previously hosted auditors, answered their questions, and walked them through policies; she said staff were not forbidding videography in public spaces but would not allow recording that intrudes on patrons' privacy (for example, filming someone at a computer or recording what books patrons are carrying out).
The director said the Vermont Library Association provides a checklist for preparing staff and that she will review current Patron Behavior and recording procedures to ensure employees know how to respond without escalating encounters. She emphasized staff have the discretion to address behavior that crosses a line and that, to date, the library has not needed to change existing policies though she will revisit them.
A trustee asked whether staff could ban phone recording altogether; the director replied that routine photography and parents taking photos of their children at programs are allowed, but that staff would intervene if recording became invasive.
