Bloomfield staff reports $4 million Rockwell Park improvement plan on track for August 2027 completion

A staff report to the Bloomfield Town Council said the Rockwell Park Improvement Project — identified for Community Investment Fund (CIF) Round Four funding — remains on schedule with a contracted budget of $4,000,000 and an anticipated completion date of August 2027.
The update said the project launched with consultant Benish in September 2025 and completed site inventory and preliminary design work through mid-February 2026. Staff reported that site investigation work and several borings for subsoil exploration are complete, inland wetlands permitting has been secured, and design work is now approximately 68% finished. Final design documents are targeted for completion in June–July 2026, with bid documents prepared for release by the end of August 2026.
Phase one was described as including four new basketball courts with athletic lights, walkways, a parking area, a gathering pavilion, water-retention features, and community gardens. Staff also noted coordination with a separate adjacent greenway walking/bike path to improve connections to Rockwell Park.
On budget, staff reported current expenditures of $170,620 (about 4.27% of the $4 million budget) and encumbrances of $274,500; the forecast at completion remains $4 million and no variance was reported. Staff listed no current project risks and said final documents and the construction bid will be provided to the Department of Energy and Conservation (DEC) for final review prior to release.
Councilors asked a few follow-up questions about amenities; one councilor requested that bike racks be included to support children biking to the courts. Staff said the town plan and zoning commission will consider the project on June 25, 2026, and that the construction schedule and final completion date will be confirmed after bid receipt.
