The Costa Mesa City Council on June 2 approved a staff recommendation to award a contract to Cape Rose Landscaping to renovate Fields 1 and 2 at Jack Hammet Sports Complex for about $470,000.
Public Works Director Mr. Storman described the work as leveling uneven fields, regrading to provide a crown for drainage, and installing new sod. Staff said the project addresses long‑term settlement and equipment impacts and is intended to be completed between July and early September ahead of fall tournaments.
Council members asked about funding and past outside contributions; staff said many large repairs were previously funded in part by sports users and visiting organizations and that the current contract is covered primarily by a dedicated Jack Hammond fund, which accumulates rental and event fees connected to the complex. The director estimated such major repairs happen roughly every 15–20 years.
Public comment noted the complex’s importance to youth sports and recent large tournaments (the Newport‑Mesa soccer classic). A motion to approve the staff recommendation was made by Mayor Prom Chavez, seconded by Council Member Maher, and the council voted to carry the motion 7–0.
The contract award directs staff to proceed with construction and schedule work to minimize disruption to city leagues and regional events.
