San Jose approves three business improvement districts to fund corridor services

The San Jose City Council unanimously approved actions June 2 to establish or renew three business improvement districts (BIDs) and to levy assessments for fiscal year 2026–27.
Business owners and BID representatives testified in favor of each proposal. Anne Marie Lang, a longtime East Village business and property owner, described investment needs for East Santa Clara Street and urged Council support for beautification and marketing. Christina Bui, board chair of Toll Road East Business Association, and Dave Lujan, executive secretary of the Monterey Quarter Business Association, discussed corridor cleanups, mobile security and murals as examples of BID activity.
Council moved to adopt the ordinance establishing the East Village BID and to adopt resolutions approving budgets and assessments for the Toll Road East Ridge and Monterey Corridor BIDs; all measures passed unanimously. City staff said the assessments fund services such as cleaning, security, activation and small-business support in the designated districts.
