Dalton, the proposed on‑site manager, introduced himself and said he has "been with Barl Louie for eight years" and will serve as the manager at the Foxboro location. After the board questioned ABC and local enforcement issues and heard that there were no outstanding objections, the board closed the hearing and approved the license transfer, plus common victualler and entertainment applications. Roll‑call votes were recorded as Mark, Stephanie, Bill, Amy and Debbie in favor.
Sinesta Select (hotel): The board approved the transfer of on‑premise all‑alcohol, common victualler and entertainment permits for the hotel at 35 Foxboro Boulevard from Sinesta International Hotels Corporation to 35 Foxboro Hospitality LLC. Owners/representatives said the venue will primarily serve hotel guests; staff will be TIP certified. The board approved the transfer and related permits by unanimous vote.
Express Mini Mart (off‑premise): The board approved transfer of an off‑premise annual all‑alcohol license for Express Mini Mart, 126 Main Street, to Joga Spirits LLC. Dista Patel said she will be the general manager and 100% owner and described prior cashier and accounting experience; she confirmed staff will be TIP certified. The board voted unanimously to approve the transfer.
All three license actions passed on voice and roll‑call votes during the meeting. No conditions or suspensions were recorded at the Jan. 6 meeting.
