The Pipestone City Council approved amendments to two agreements with Quick Trip Inc. and granted the company a 3.2% off-sale beer license so the store can open.
City staff reported the amendments were clarifying in nature: the changes delineate which party is responsible for each portion of stormwater improvements and add the maintenance plan Quick Trip provided. City review, including an engineer's check of the maintenance plan, found the language acceptable and staff recommended approval.
Council approved both the development agreement amendment and the stormwater maintenance amendment by voice vote.
Council also approved Quick Trip's application for a 3.2% off-sale beer license for 2024 after staff confirmed that fees and required investigations were received. The council approved the full-year fee (not pro-rated) so the store could open next week, and the council approved Susan Baskerville as the required resident manager after staff said a background check had been conducted.
Council did not record any roll-call votes in the transcript; all approvals were carried by unanimous voice votes.
