The council opened a public hearing on a zone‑map amendment for four parcels (roughly 3.5 acres) near Center Street and State Street to convert them from Transit‑Oriented Development (TOD) to a TOD overlay. Planner Liz presented the concept plan showing two mixed‑use buildings, retail frontage requirements (65% street‑facing retail/restaurant), and potential incentives including greater height and density under a development agreement.
Alan Argyle of JDH Development said the concept proposes market‑rate, for‑rent units with ground‑floor commercial, amenities such as a lap pool and common areas, and noted parking will be a key constraint. Council members expressed general support for the concept but strongly preferred that the city lock in key elements—height caps, commercial square footage and amenities—through a development agreement to avoid incomplete build‑outs that do not meet the city’s vision.
Motion: Council member moved and seconded a motion to table Ordinance 2026‑18 authorizing the zone map amendment and return it pending negotiation and preparation of a development agreement. The motion passed unanimously. Council provided staff with direction on height, commercial uses and specific amenities to include in the agreement.
