Council members questioned the opt‑out default design but stressed the six‑month fee‑free period and ongoing public notice as protective measures.
The ordinance approved is Ordinance 2026‑07 (adopting the community clean energy program). Staff said implementation will follow a multi‑month schedule involving billing‑system changes and a 60‑day notice/opt‑out period for customers when the program is ready to enroll users.
