The Zephr Hills City Council adopted Resolution 864‑25 on first reading on Dec. 8, declaring the city's intent to use the uniform method provided in Florida law to levy a non‑ad valorem stormwater assessment.
City staff explained the resolution is procedural: it enables the city to work with a consultant (previously authorized) to prepare a rational-nexus study, identify capital projects and generate an assessment roll that the county tax collector can bill. "There is not the fee has not been set," staff told council, adding that the consultant's study will return to council before any assessment is established.
Council members asked how residents would be notified and whether school-board parcels are exempt; staff said the school board is typically exempt under case law and that all implementation details — fee amounts, exemptions, project lists and public-notice requirements — would be resolved in subsequent hearings. Staff emphasized the resolution must be filed before Jan. 1 to allow collection on the 2026 tax roll, but final adoption of any fee would require additional public hearings and council votes.
The first-reading motion passed unanimously. Staff will return with the consultant's study and a public‑hearing schedule.
