Zephr Hills council approves grants, easements and agreements in unanimous votes

At its Dec. 8 meeting the Zephr Hills CRA and City Council approved multiple items including a commercial improvement grant for a downtown parking lot, a $10,000 residential ownership incentive grant added as an emergency item, a Culver's bus-shelter easement and interlocal collection of county fire impact fees; all recorded votes were unanimous.
The Zephr Hills Community Redevelopment Authority and City Council approved several routine actions and funding items during their joint meeting on Dec. 8, 2025.
The CRA voted unanimously to adopt the minutes of its Nov. 10 meeting and to approve a commercial improvement grant covering 50% of parking-lot repairs at 5214 G Boulevard, with staff noting the low bid of approximately $18,600 and recommending approval. Miss Hamilton, CRA staff, told the board that "staff is recommending approval." The council then unanimously added an emergency residential-ownership incentive grant for a property on Fifth Avenue and approved a $10,000 grant to assist the buyer contingent on staff verification of grant requirements and placement of a five-year lien.
In other formal actions the council approved an easement to facilitate a bus shelter at the Culver's location and an interlocal agreement to collect Pasco County fire/rescue impact fees, which the city will remit to the county after retaining a 1% administrative fee. Staff said the fire-impact fees apply only to new construction permits and are not retroactive.
Council also awarded a construction-management agreement to Reeves Young for the Seymar/Zephr Park project; the contract follows a familiar AIA-style structure and was reported to align with prior park contracts and the budgeted maximum. The downtown festival Pigs in the Hills was approved as a wet zone for limited alcohol service on Feb. 28, 2026, after organizers described event layout and public-safety plans.
All above items were adopted by voice vote and recorded as passing unanimously.
