At its June 16 meeting the Resources and Infrastructure Committee received updates on multiple capital projects and funding timelines, including a recently released RFP for tank work, near‑term procurement dates, and status reports on a major lift‑station replacement.
General Manager Matthew Molaney told the committee the RFP for the tank project was released June 13; a pre‑bid meeting is scheduled for June 26 and the bid opening is set for July 11. The matter is expected at a special board meeting on July 17 for a resolution and construction management contract and will come before the RNI committee on July 14 for review.
On federal funding, Molaney said he had spoken that morning with Leah Teague, the district's EPA representative, who told staff the grant material is in final review. "Funding's around the corner," Molaney summarized, reporting that staff submitted a budget narrative, work plan and supporting documents that are now under final review.
Molaney also outlined work at lift station B4: temporary repairs have been made, a mis‑shipped mounting plate is en route and geotechnical and environmental surveys are underway. "This is a $2.7 million lift station replacement project," he said, and staff are pursuing additional funding sources — including the Army Corps and other potential grants — to cover costs beyond amounts available from SST bonds.
Other project updates: the East Ranch restroom passed final inspection on June 6 and currently operates under a temporary operating permit while county planning reviews photos for a final certificate. The district also reported the plant generator for the wastewater facility is on site and that some construction activities will require alternate ingress/egress during work.
Why it matters: the RFP schedule and expected grant approvals set procurement and outreach timelines — staff said they will conduct neighborhood outreach and advertise project signage that includes funder credit. Astera satellite imagery identified 17–18 points of interest for leak detection; field checks with Astera are scheduled July 14 and staff expect to present those findings to the committee in August.
