The North St. Paul Arts & Culture Commission approved a 2027 budget framework on June 3 that preserves the commission’s approximate $26,000 annual allocation and identifies proposed line-item amounts for fiscal planning.
Tom Sonic, chair, and other commissioners discussed reallocating funds among projects such as utility-box wraps, art-cart programming, murals and event support. The packet presented a recommended breakdown for the 2027 tab: utility boxes — $7,000; art cart — $7,000; murals — $3,000; public art — $10,000; branding and communications — $1,000. Commissioners said some line items (for example, one-time wraps or art-cart decoration) would depend on project specifics and could require returning to City Council for approval if costs exceeded the budgeted totals.
Jordan Layman, staff liaison, asked commissioners to provide written justifications for any requested budget items by the end of the week so staff could submit materials to finance. Commissioners also approved using leftover or reallocated art-night funds to cover a $600 ArtStart contract for the Autumn Arts Festival community-art activity and named Kidreate as a backup vendor if ArtStart is unavailable.
The motion to approve the 2027 tab was adopted by roll call: Carrie Neto — yes; Sharon Clark Williams — yes; Tom Sonic — yes; Laura String — yes. Staff will forward the approved 2027 tab to city finance for inclusion in the formal budget process.
Next steps: staff will gather the requested justifications and work with city finance on the formal submission timeline.
