Council approves placing St. John's River Estates special‑district referendum on Nov. ballot, authorizes up to $500 assessment

By unanimous vote the DeBary City Council approved Ordinance 05‑2026 on second reading to place before affected voters a referendum to create the St. John's River Estates Special Residential Neighborhood Improvement District. The ordinance, as read into the record, would also ask voters whether the district may impose a special assessment not greater than $500 per parcel annually.
Assistant City Manager Jacob Smith said the petition was resident‑initiated and verified by the Valuchia County Supervisor of Elections. He explained that only property owners inside the proposed district would vote on the formation question and on whether to authorize the assessment. "The purpose behind this is so that they can have some regional improvement to some deficiencies that they have in their streets and in their drainage system," Jacob Smith said.
There was no public comment. Council members had no additional questions and the council approved the ordinance for the ballot by roll‑call vote.
