Sullivan also briefed the council on the Fire Station No. 3 sprinkler replacement. He said investigators found corrosive pipe failure requiring a different sprinkler-head sizing and a nitrogen-based system; the base bid was approximately $197,000 with a $2,995 vapor-barrier alternate that staff recommended for longer-term corrosion protection and reduced maintenance. Sullivan told members the project fits the $230,000 budgeted amount; council moved to award the contract to Lee Mechanical and approved the vapor-barrier alternate.
On the Civic Center roof and masonry project, staff reported multiple rounds of bidding and a pared-down scope focusing on four leaking windows and masonry repairs; the lowest responsive bidder was Building Restoration Corporation at an estimated $74,000, and council approved the award.
Council members asked technical questions about system life and prior failures; staff said they would follow up with detailed life-expectancy information on the vapor-barrier option and noted the work fits current budgets.
