The Common Council on June 2 approved Resolution No. 12692-060226, authorizing an infrastructure development agreement between the city and OC Land Holdings LLC for the Prairie Project, a multi-phase development covering about 115 acres at the northeast quadrant of S. 27th Street and W. Drexel Avenue.
City staff described the project as having a commercial corner at Drexel and 27th and mixed-use residential phases to the north with multifamily and single-family housing. Staff said the agreement addresses phasing, developer responsibilities for public improvements, and long-term maintenance arrangements—stormwater ponds and common areas will be managed through a maintenance group established by the development rather than relying on individual homeowners.
John Seaman, a developer representative, described the planned stormwater approach as a professionally managed district with prorated charges across multifamily and residential properties; staff said underground work could begin as soon as late June or early July, with first occupancies anticipated in 2027.
Council members thanked staff and the development team for the collaborative process. A motion to approve the development agreement was seconded and passed by roll call. The agreement establishes the framework for infrastructure construction and long-term maintenance responsibilities as the development advances through phased approvals.
