Rossmore board approves senior-education MOU, discusses field agreements, raises non-racket fees

At its June 11 meeting the Rossmore board approved a memorandum of understanding with North Orange Continuing Education (NOCE) to pilot noncredit classes for older adults at district facilities and discussed operational issues with youth sports and fee schedules.
Linda Langley of NOCE described a pilot program aimed at adults over 50 covering health, movement, brain health and food-preparation classes. The NOCE model provides vetted instructors, fingerprinting and registration support; the district will provide classroom space and promote registration locally. The board authorized the general manager to execute the MOU and called the arrangement a low-risk pilot that can be scaled.
During parks operations discussion staff reported plans for weed abatement and a shift to topical herbicide applications in coming weeks. Directors also reviewed court-instructor contracting approaches (rent versus percent-of-receipts) and field usage. The board focused extended discussion on the Los Alamitos Girls Softball League's use of district fields: staff said league schedules, heavy nonresident participation, trash volumes and ad-hoc field alterations have strained a small maintenance crew. The board directed staff to renegotiate the MOU to require better tenant stewardship (trash removal, scheduling that reduces night burdens, and repairing field damage).
On fees, staff proposed incremental increases to rental and program fees to keep pace with costs. After debate the board moved to raise non-racket facility fees by 5% effective July 1 and to revisit rates annually as part of the budget process; tennis and pickleball fees were excluded from the immediate increase based on recent market analysis.
Directors asked staff to bring proposed revised MOUs and detailed contractual language back to the parks committee for negotiation and to report follow-up plans and schedules to the full board.
