HARNETT COUNTY, N.C. — The Harnett County Board of Commissioners on June 1 approved a series of contracts, permits and administrative items while discussing the recommended fiscal year 2026–27 budget.
Desiree Patrick, a staff member who presented a meeting recap, said the board approved consent items including the May 18 meeting minutes and several action requests. Among the approvals, the board granted the Juvenile Crime Prevention Council permission to submit the county plan and program agreements to the North Carolina Department of Public Safety.
The board approved three fireworks applications submitted by Pyro Shows East Coast for events at Anderson Creek Club and for two events transcribed in the meeting record as being in the towns rendered as "Irwin" and "Lilington." The transcript contains inconsistent spellings for some town names; the record flags those spellings as potentially inaccurate.
HRE Regional Water received board approval to award a contract for the St. Matthews Road Utility Extension sewer project to T.A. Loving in the amount of $1,153,115. The board also approved an award for the US 421 utility extension 2026 to a contractor transcribed as "Lorman incorporated" for an amount transcribed as "$139,44460"; the dollar amount in the transcript is unclear and is noted for clarification.
General Services received approval to submit FY2028 5311 administrative grant pre-application documents to the North Carolina Department of Transportation Integrated Mobility Division Community Transportation Program. The board approved the tax administrator's request to purchase appraisal software (transcribed as "comper") for $73,420.
The board discussed the recommended FY2026–27 budget during the meeting; the recap records discussion but not a formal adoption of the recommended budget. During the county manager's report the board approved budget amendments and passed a motion authorizing the chairman to sign contract amendments that exceed the county manager's signature threshold.
The board approved the appointment of Dr. Terl Brown to the Harnett County Board of Health.
Commissioner Nickel advised the board that members should take a tour of the county detention center following the meeting. The session also included a closed session; no details of the closed session were provided in the transcript.
