Committee clears 2026–27 retail liquor renewals and initial massage-establishment licenses under new ordinance

The Public Works and Protection Committee on June 2 recommended approval of routine licensing items, including the 2026–27 retail alcohol license renewals and grouped initial massage-establishment licenses under a recently adopted ordinance.
Staff said the retail liquor licenses are annual renewals that expire June 30 and that applicants had submitted fees for the 2026–27 cycle; renewals were approved by the committee contingent on departmental approvals. “So these are annual renewals for retail licenses that expire June 30th annually,” staff said during the item discussion.
The committee also grouped items C through H — initial massage-establishment licenses under a new local ordinance — and moved to recommend approval. Staff reported the businesses had filed required paperwork and paid prorated fees. The chief said public safety had conducted preliminary reviews and outlined how enforcement would operate: establishments must list licensed massage therapists on applications, notify the clerk within 10 days if they hire additional therapists, and are subject to inspections; violations could result in citation, suspension or revocation of the license. “In the event that these establishments have more than one therapist working and are not listed on their approved application, then we can begin an enforcement action against that establishment either through citation, suspension of license, or even go through the process of revocation as outlined within the code,” the chief said.
Committee members expressed that this is a new regulatory area and that inspections and enforcement will be the primary tools for ensuring compliance. The grouped motion to recommend approval of the massage-establishment licenses carried by voice vote.
Both recommendations from the committee are advisory; final retail license issuance and any contested license decisions will be processed through the clerk’s office and, where required, the village board.
