City council adopts code amendments enabling EW Webb water-treatment project; co-adoption with Lane County scheduled

Staff reported that joint elected officials held a public hearing on May 18 with strong public support and that the city council unanimously adopted ordinance-level text amendments to the Glenwood refinement plan and the development code to allow EW Webb to advance a proposed water treatment facility on the riverfront. Lane County co-adoption is scheduled for July; once co-adopted the project team will be able to proceed with more detailed development plans and discretionary-permit submittals.
Staff said testimony at the joint meeting was overwhelmingly in favor, including support from some watershed-interest groups, and that EW Webb has mobilized community support. Staff encouraged the project team to submit preliminary completeness-review materials in the interim so detailed design review can begin while co-adoption proceeds.
The commission was advised that, assuming county co-adoption, the project will return to the planning commission for detailed discretionary-permit hearings and review in several months. Staff committed to circulate email updates to commissioners about scheduling and code drafting progress.
