Gambling Control Board director reports YTD revenue growth, staffing and rulemaking status

The Gambling Control Board's director told members on April 20 that fiscal year-to-date gambling receipts are up 6.33% compared with fiscal year 2025, citing a year-to-date total of $3,447,000,000 and reporting that February 2026 receipts were $430,000,000 (an 18.5% increase from February FY25).
The director said last year's decline in receipts was tied to changes in electronic pull-tabs and noted that the agency is three quarters through the fiscal year and remains under budget. "We're at ... $3,447,000,000 year to date," the director said when summarizing the figures.
On staffing, the board was told the investigations manager position, currently occupied by Brett McKeever, will be refilled as Mr. McKeever moves to phased retirement; the agency said it is interviewing candidates for the role.
Regarding rulemaking, the director said the SONAR report has been signed off by Minnesota Management and Budget and the agency is awaiting the governor's office approval before finalizing draft language to present to the board. The director said staff continue to work with the reviser's office on that language.
The director answered a member's question about a pending sports-betting bill, saying there has been no Senate action and only some House activity so far; as written at that point, the director said the bill would not affect charitable gambling under the board's purview.
The update closed with no further questions and the board moved on to exhibits and votes.
