Big Bear City CSD authorizes orderly dissolution of Joint Fire Authority, to explore County Fire annexation options

The Big Bear City Community Services District Board on May 18 adopted Resolution 2026-16 authorizing the orderly dissolution of the Joint Exercise of Powers Agreement that formed the Big Bear Fire Authority and directing the General Manager to coordinate dissolution activities.
General Manager Glenn Jacklin reviewed the JPA’s formation in June 2012 and explained recent developments: the Big Bear Lake Fire Protection District presented a Tolling Agreement effective July 1, 2025, raising concerns about funding and compliance under the JPA; the FPD later adopted a resolution (FP-2026-01) to unilaterally withdraw. Jacklin told the Board staff will engage with the San Bernardino County Fire Protection District and other agencies to evaluate potential annexation options and will return with recommendations.
The motion to adopt Resolution 2026-16 was made by Director JoKay Rowe, seconded by Director Al Ziegler, and carried unanimously (AYES: B. Rowe, J. Rowe, Russo, Walsh, Ziegler). The resolution is filed in the District’s records.
