Council approves Quick Trip development and stormwater amendments, 3.2% beer license and resident manager

Pipestone City Council voted to approve two minor amendments to agreements with Quick Trip Inc., accepted a stormwater maintenance plan from the applicant, approved a 3.2% off-sale beer license for the new Quick Trip location, and confirmed Susan Baskerville as the required resident manager.

City staff told the council the amendments were clarifications rather than substantive changes. According to staff, the language now explicitly assigns responsibility for stormwater improvements: the city will be responsible for its portion and Quick Trip will be responsible for the portions that fall on its property. Staff also said Quick Trip provided a maintenance plan for its stormwater components and the city attorney (cited in the meeting as 'City attorney Hill') had reviewed the amendments.

"It really clarifies what this applies to — both of these agreements —" a staff presenter explained, describing the clarifying language and the added maintenance plan. Councilmembers moved and seconded motions to approve the development-agreement amendment and the stormwater maintenance amendment; both motions carried by voice vote.

On separate but related business, staff recommended approval of a 3.2% off-sale beer license for Quick Trip; council approved the license after staff confirmed fees and investigations had been completed. Council also approved Susan Baskerville as the resident manager after staff reported a background check had been conducted.

The council did not specify further conditions on the agreements or licensing during the meeting.
