Freeport council appoints and reappoints members to planning, EDC, historic and other boards

The Freeport City Council on the same evening handled a slate of appointments and reappointments across several boards and commissions, approving candidates for Planning & Zoning, the Economic Development Corporation (EDC), the Board of Adjustments, the Historic Commission/Main Street and Beautification/Parks & Recreation.
Planning & Zoning seats were filled by the reappointments of Andrew Dill and Eric Hayes and the appointment of Patty Richardson; Richardson’s appointment carried 4–1 after discussion of her real-estate background and planning interest. The council reappointed Ronnie Martin, Kenneth (Ken) Tyner and David McGinty to the EDC; Margaret Bachman and Kenneth Hayes were appointed to the Board of Adjustments.
For the Historic Commission and Main Street advisory group the council reappointed Flora Green and James Wood and appointed Leslie Anguiano, Susan Landers and David McGinty to fill seats; one vacancy remained pending an applicant review and possible resubmission of a late application. On Beautification/Parks & Recreation the council appointed Vanessa Warwick and Susan Landers.
Applicants addressed council briefly about their qualifications. Ronnie Martin said he owns retail and brings contracting and development contacts; Andrew Dill and others described prior service and experience. Applicant Jeff Pena criticized some current local board members and repeatedly referred to a UTSA study he said cost $70,000; council redirected the meeting to individual applicant statements and moved forward with appointments. A motion to appoint Jeff Pena to a vacant post failed for lack of a second.
Council members noted the beautification board has little dedicated budget; one councilman said he intends to push for funding during the budget process. Staff and council also clarified that some applications may have missed deadlines and that late applicants should reapply so they can be processed.
The council conducted votes on each appointment individually; recorded outcomes reflect the motion and seconds as entered on the record.
Next steps included staff follow-up on outstanding vacancies, verification of application status for late submissions and normal onboarding for newly appointed members.
