Planning staff outlines Safe Streets plan adoption, grant application and new Housing Needs Analysis

Emily Sheifer, planning staff, updated the commission on recent planning developments. She said the City Council adopted the Safe Streets Action Plan on May 12 and that staff submitted a Safe Streets Implementation Grant application on May 23; staff do not expect award decisions until September. Sheifer also said the 2026 Housing Needs Analysis is available on the city website under Community Development -> Housing and reminded commissioners of a training opportunity and the commission’s next meeting on July 7.
Commissioners recommended using the River Falls Reader and social media to publicize the Housing Needs Analysis and pending ordinances (downtown sidewalk rules, earlier OHV restrictions, and the proposed e-bike ordinance) so residents understand planning context and the rationale for development decisions. Sheifer said staff will use communications channels to share the Safe Streets plan, ordinance changes and related outreach.
