Taft council adopts SB 707 teleconferencing and disruption policies to retain hybrid public access

The Taft City Council on June 2 adopted two resolutions to implement Senate Bill 707, creating a hybrid meeting policy and a policy to handle disruptions of remote public participation.

City Manager Craig Jones explained SB 707 requires eligible legislative bodies to provide two-way audiovisual access for public participation and to adopt a disruption policy that outlines steps when telephonic or internet services fail during a regular meeting. The disruption policy requires the council to announce the disruption, recess for at least one hour while attempting to restore service, document remediation efforts, and, if necessary, adopt a council finding to continue the meeting without the remote participant.

Council members discussed the trade-offs between in-person deliberation and remote accessibility. Some members emphasized the value of in-person participation, while others said hybrid access expands participation for people who cannot attend. The council singled out the risk that bad actors could disrupt remote sessions and noted that the policies provide procedural safeguards, including muting and documented remediation steps.

The council adopted the two resolutions by roll-call vote, 5-0. Council asked staff and the clerk to ensure the new procedures and required agenda language are in place ahead of the July 1, 2026 statutory deadline.

What happens next: staff will place the SB 707-compliant language on future agendas and follow the disruption procedures if technical failures occur; the policies will be part of the public record and subject to documentation when used.
