Bus seat‑belt / harness upgrades: Hutton asked the board to approve work to replace two‑point harnesses with three‑point harness systems on a subset of the yellow fleet (21 regular buses and 15 special‑services buses) to get ahead of an anticipated state mandate and the resulting market rush. He said procuring upgrades now with bond funds will avoid longer procurement lead times later; a high‑level aggregate estimate near $922,000 was discussed in the meeting and backup showed per‑bus estimates and a district discount for in‑house prep work that reduces the per‑bus labor scope.
Traffic and bond reimbursement for Spring High School: Hutton described a reimbursement agreement with Harris County to fund an intersection improvement (Aldine‑Westfield & Cypresswood) required by the county’s traffic‑impact analysis for the new Spring High School site. The county would design and construct the right‑turn improvement and the district would reimburse costs from bond funds.
Cell‑site marketing agreement: Hutton asked for board approval of a marketing agreement with TASBY/Diamond Communications to explore ground‑lease options for district land for cell‑site towers. He stressed the board would approve any specific lease and location; trustees raised common questions about electromagnetic exposure, property‑value effects and visual impacts. Administration provided an example revenue figure for an existing site at Northgate Crossing of roughly $3,000/month for a single carrier and explained revenues scale with additional carriers on the same tower.
Trustees asked administrators for detailed cost breakdowns, firm warranty/contractual language for architect and construction work, and analysis of potential long‑term property impacts before moving forward with final approvals. Administration said it would return specific contract language and more detailed cost estimates for board consideration.
