Committee approves GSA prospectus to renovate 1800 F Street NW with $239 million request

The Committee on Transportation and Infrastructure approved a General Services Administration (GSA) prospectus authorizing an alteration project for GSA's headquarters at 1800 F Street NW, including a stated FY2026 funding request of $239 million.
The chair described the project as allowing GSA and the Office of Personnel Management (OPM) to consolidate into one building, reducing the federal footprint and raising space utilization. "GSA has informed the committee that this prospectus would boost the building utilization rate by over 80%," the chair said. The chair added that the project aligns with public buildings reforms enacted in the Water Resources Development Act of 2024.
Committee member Rick voiced his support, noting the building's history: constructed in 1917 for the Department of the Interior and placed on the National Register of Historic Places in 1986. He said prior renovations— funded by the American Recovery and Reinvestment Act between 2009 and 2013—updated mechanical and life-safety systems in 60% of the building, while about 40% remained empty because of poor ventilation. "I support the GSA's resolution before us today which provides the GSA with the authority to renovate its headquarters building located at 1800 F Street Northwest in the capital," Rick said.
GSA's prospectus identified a $239 million figure in the FY2026 submission to complete renovations and indicated the agency plans to retain the building in its inventory and collocate OPM offices there. With no amendments offered, the committee agreed to and approved the resolution by voice vote.
The committee also authorized staff to make technical, clarifying and conforming changes to reflect the actions taken.
