Churchville borough council authorized advertising for three conditional‑use hearings on short‑term rental applications that will follow Planning Commission consideration.
Planning and public‑safety staff told council that three property owners filed conditional‑use applications, paid required fees and will appear before the Planning Commission this Wednesday; Council's conditional‑use hearings are scheduled for Dec. 2, 2024, beginning at 6:00 p.m. Staff requested permission to publish the two legal notices required by state law and to post each property at least one week before the hearing. Staff also said the borough's property‑safety specialist identified short‑term rental listings using a commercial listing service.
A motion to direct the borough manager to advertise the Dec. 2, 2024, conditional‑use hearings for the three properties was made, seconded and approved. Council members asked whether directly affected neighbors will be notified; staff replied that state law requires the two legal notices and property posting and that was the process the borough will follow. Staff also noted council may hold an executive session after those hearings to review testimony and evidence ahead of the regular meeting when it would vote to approve or deny the applications.
Council emphasized that the Planning Commission will first take evidence; any council recommendation or vote would come after the formal hearing record is complete.
