The Portalis City Council heard a plan to retain city ownership of the Yam Theater and convert it into a year-round, revenue-generating event and retail venue whose net proceeds would support the animal control shelter.
City Manager Scott Mitten said the city explored a third-party operating model but concluded the municipal ownership-and-operation approach better serves the city's goals. "We're going to retain not only ownership of it ... we're going to put it into an enterprise fund ... and the proceeds after it pays for its own existence will go directly to the animal control shelter," Mitten said.
Plan details: Staff proposed using the venue for weddings, corporate events and community gatherings; developing a small retail boutique in existing foyer space to showcase Portalis-branded items; adding digital displays to highlight adoptable animals and success stories; and implementing deposit, checklist and insurance requirements for renters. Mitten indicated the city budgets about $15,000 per year now to hold the space and expects to invest in audio-visual, ticketing kiosks and targeted repairs. Staff aim for a soft opening and fuller operation by late August.
Council discussion: Members favored flexible rental options — from a small room for luncheons to full theater rentals — and stressed standard practices such as security deposits and pre-event inspections. Several councilors suggested price parity with other local venues and emphasized that rental proceeds should help reduce general-fund subsidies for animal control.
Next steps: Staff will draft an implementation plan, define pricing and deposit policies, specify staffing and governance under community services/enterprise fund structures and return to council with a rollout schedule and required capital items.
