The Millburn Township Planning Board unanimously approved a minor site-plan application (26-005) at its June 3 meeting to modernize a country-club pool area at 1108 Morris Turnpike.
Applicant representatives described the work as limited to the pool amenity area on the Millburn portion of the property. Counsel introduced the application and engineer Kyle Smith, who testified that the project would demolish an existing approximately 250-square-foot pool-equipment building and replace it with a modest 656-square-foot building to serve two pools (a standard pool and a children's pool), patios, retaining walls, fencing and landscaping. Smith said the proposal requires no zoning variances but does seek limited checklist waivers related to steep-slope and environmental-impact submissions.
Smith told the board the project will increase impervious surface by about 0.5 acre, which triggers state stormwater rules that classify it as a major stormwater-development; he said the applicant has coordinated with the board engineer and will revise plans to meet groundwater-recharge and quantity requirements. He also testified that seven trees would be removed and the applicant proposes 12 replacement trees, to be finalized with the township forester.
The board's professionals reviewed administrative reports (engineer, fire official, forester, environmental commission) and indicated those comments could be made conditions of any approval. The board granted the applicant's requested checklist waivers early in the hearing to allow testimony to proceed and heard detailed site, landscaping and lighting plans.
After considering the record and subject-to-condition commitments from the applicant, a board member moved to approve the minor site-plan application; the motion passed unanimously on roll-call. The approval is subject to compliance with conditions set out in professional reports (stormwater revisions, fire-department comments, tree-permit and replacement coordination, and environmental-commission recommendations) and to required municipal and county permits.
What happens next: the applicant must complete final engineering revisions and permit applications, obtain the tree removal permit and coordinate planting with the township forester, and secure construction and building permits before work begins.
