Elbert County extends inmate health contract and adopts year‑end budget adjustments and mill levies

Elbert County commissioners approved routine year-end administrative and financial actions at their December meeting, including a contract amendment, supplemental budget appropriations and mill levy certifications.
The board voted unanimously to approve a second amendment and one-year extension to the Wellpath inmate health-care services agreement. County staff said the amendment exercises the first one‑year extension option in the original contract and corrects independent-contractor language; Wellpath provided a signed acceptance the morning of the meeting.
Finance Director Tiffany Hermas presented proposed supplemental appropriations for 2025. The board approved increases of $1,000,000 for the General Fund (funded by additional revenue), $750,000 for the Road & Bridge Fund (fund balance), $6,000 for the Sunountry Meadows debt service fund (fund balance), and $700,000 for the Albert County Impact Fund (fund balance). The public hearing on these supplemental appropriations drew no public comment and the resolutions passed unanimously.
The board also approved 2026 mill levy certifications for Elbert County funds (general fund, road & bridge, human services and retirement) and separately certified the mill levy for the Sunountry Meadows Public Improvement District to allow districts to proceed with budgeting and collections for 2026.
Finally, commissioners approved county sponsorship for Brenda (the county-appointed representative to the Centennial Airport Noise Roundtable) for 2026; commissioners praised her outreach and said there would be no county dues for the appointment in 2026.
All of these items were approved without recorded dissents. The Wellpath extension begins Jan. 1, and staff said termination provisions exist in the underlying agreement if the county requires alternate services later in the year.
