Staff presented Amendment No. 1 to the city’s service‑provider agreement with ICF Environmental to complete a revised Bush Prairie Habitat Conservation Plan (HCP), conduct the associated NEPA/SEPA environmental review, and continue public and stakeholder engagement. Brad told council the HCP rewrite consumed additional consultant hours and the amendment would fund the remaining environmental review, responses to agency comments and extra public‑engagement work.
Brad described the amendment funding as approximately $445,000 for the current year with a total payable (original contract plus the amendment) described in the materials as not to exceed about $945,000. He said the Port of Olympia intends to enter an interlocal agreement to split costs with the city: in 2026 the budgeted compensation is about $200,000 (split roughly $100,000 each) and the remainder (about $245,000) would be split in 2027.
After council questions clarified language in the contract and the total payable figure, a motion authorizing the mayor to sign the amendment passed by voice vote. Staff said the HCP is under federal review and scheduled stakeholder meetings to work toward completing the environmental review over the coming months.
