City staff presented Resolution R2026‑004, proposing annexation of two adjoining parcels on Black Lake/Belmore Road Southwest totaling roughly 10.74 acres. Staff said the annexation would bring the parcels into city zoning and that the property owners had accepted city indebtedness as part of the petition process.
"This annexation is at the resolution stage," staff (Dana) told the council, describing prior steps including verification of petition signatures and the next Boundary Review Board review and a 45‑day comment period by state and local agencies. If no comments or appeals arise, the council would finalize the annexation by ordinance after completing due diligence.
After staff remarks and a brief public comment period in which previously registered speakers declined to speak about the matter, Councilmember Eileen Sworth moved to adopt R2026‑004 and Councilmember Angela Jefferson seconded. The council approved the resolution by voice vote.
Council and staff noted the adoption establishes predictable next steps (Boundary Review Board review, agency comment period, and eventual ordinance) and allows the city to begin necessary administrative work should the annexation proceed.
